The ideas of turning off compression_js and compression_css in DB and deleting cache.inc.php in core worked for me.
At first it didn't but because I was trying the advanced install at the time I suspected my path and url definitions in the config.inc.php might be wrong or not matching appropriately. So I had to ensure those as well else the first steps will be insufficient.

I'm still working locally. Thanks for all the responses that helped me end a 2-day pain.

the site is working so you do not need to redo the whole site - make a backup of the data base and any assets - images, static pages and the like

then you could do one of these - ( I went through a similar problem awhile back - I did the first method)
                  A - 1. you've made a backup of all that content right?
                  2. completely remove any extras you use - uninstall, remove and then reinstall You can do this one at a time (though if you are using Articles I would remove all of the extras it installs and reinstall it - note I think I read somewhere here they may be a problem with the latest Quip, might be fixed by now) or just do all of them and reinstall.

B - if A doesn't work or you just want to make sure it works:
                  1. - you've got that backup of content... all of it...
                  2. - delete the whole install and drop all your db tables
                  3. - Install from scratch and make sure the manager works
                  4. - install all the extras you use. check again that the manager works
                  5. - restore all your files and restore the database tables ( I have just dropped all the new tables and restored from my back up)
Hopefully now it all works -

Either method doesn't take all that long to do - in fact Method B is might be faster!

Hello and thanks. With respect to A2, i can't do that in the manager. It doesn't work. I can't even log out.

                    Should I do B then?
