I don't believe that this is a localized issue - I have just begun having the same problem on a brand new, un-launched site. It should be noted that the site was working previously, and without any changes being made to any configurations, I am now getting the following error when I try to access Package Management to download extras:
An error occurred while connecting to the Provider: MODX received a blank response from the provider. Please double check your service URL and make sure the provider is a valid provider.
My setup is as follows: MODx 2.2.7 with cURL and Sockets enabled, running on a Hostgator server using Linux CentOS. I have also tried setting the provider url to
http://rest.modxcms.com/extras/ from
http://rest.modx.com/extras/ as per conversations on this issue in the forums from a few years back. This didn't work either.
I am able to access Package management on other sites currently though - this is a very perplexing issue. Any further thoughts from folks?
UPDATE: I have also tried adding the IP address of the Resource Provider (199.47.222.137 to my knowledge) to the whitelist in cPanel. No dice there either. I also tried another setup on the same host (Hostgator) and it works fine as well.
