I got exactly the same problem in my development environment.
Fixed it by installing the current nightly (MODX Revolution 2.2.1-dev (traditional)), so it appears to be a bug in the current stable release and will be fixed with the next stable, i think.

@goldsky; by reinstalling you mean re-run the setup? Tried that, but didn't work.
Thinking about overwriting with the 2.2.1-dev version. Maybe that will work.
Overwriting with / upgrading to 2.2.1-dev did it for me (Version I upgraded from was 2.2.0-pl2).
Any nightly after 2012-1-19 will include this fix??

one person upgraded to a nightly, another re-ran setup...lions, tigers, and bears, oh my!! -- inconclusive so far, I will try re-running setup...
