So, I would suggest to make an API for JS Frameworks, which would again raise the timeline to 096, but sure you will have the greatest flexibility to switch between libs withous problems, and everybody would be happy.
You can optimize the API for MooTools in example, but give the opportunity to code api extensions, so called plugins for ie. jQuery.
It would save the time to recode your manager "scripts", because of version updates and incompatibilities.
