The problem was that the PHP tags seem to have gone slightly awry on the include file which was forcing WAMP to treat it as HTML.
@mrcou : I have the same error with WAMP 1.6.1(PHP 5.1.2) WITH the PHP5<->PHP4 plugin activated (i.e when PHP4 is activated). But when I switch to PHP5 -> no more error

Parse error: syntax error, unexpected T_STRING, expecting T_OLD_FUNCTION or T_FUNCTION or T_VAR or '}' in /home/emanz/public_html/manager/includes/document.parser.class.inc.php on line 1112
Hmmm, anyone experiencing this error with the beta installation, do me a favor, and open the /manager/includes/document.parser.class.inc.php in a reliable text editor, and remove any extra lines or characters at the end of the file, following the closing PHP tag ?>. Save it, make sure your editor isn’t adding back the line(s) or any other characters to the end of the file after saving, upload if necessary, and retest the site.
Let me know if that solves it or not...

A potential fix was submitted in the public beta for saving multi-select TVs but there also seems to be an additional problem that people are struggling saving TVs in general. (...)
If so, can you please post your environment settings (PHP version, MySQL version etc.) and details of the problem as this is one issue that we really want to put to bed. It seems to only be affecting certain server configs which is making this one difficult bug to confirm whether it has been fixed or not.
I can confirm this. When doing fresh install, manager appears in new theme. However, when upgrading from 0.9.2, manager does not change appearance.
And yes, definitely everything was uploaded. I noticed this on 2 upgrade installations.
