problems moving site local to server

The problem is back I get the same manager as the screen shot previously posted is all browsers. I can’t edit the site. I’ve cleared the browser, deleted caches and run setup without problem. Still can’t get the manager working properly.

Does manually deleting the files in the core/cache directory fix it? If not, I’m out of ideas.
