After some testing I noticed that the problem isn't about installed plugins or components like ACE. Only rule about this bug is that problem appears in manager when I login as administrator. There is no problem when I use manager as Edotor-admin. For this account only Elements Tab and some menu items are hidden.
Can anybody tell how can I examine how Elements tab can break manager? Can any diagnosing tool test it?
Problem appears also at fresh install, so it could be server configuration problem. I alreadry changed php from 5.3 to 5.4 but it didn't help.

I don't use cloudflare. I have no idea how to find a cause of the problem. Is there any testing solution for modx?
