Checked permissions, 1's across the board for Administrator. I'm going to delete the whole site and reinstall from scratch. Thanks for the help.
I've found a similiar issue in one of my sites and a site of a friend:
- Can't create Users (admin or any kind of users)
- Missing fields and tabs in system configuration (seems very similiar:

Seems Hacked to me, but should be a bug.
I have not found a way to solve the issue, only create a new site and restore content, chunks and tvs tables :|
