I'm pretty sure settings_version has been there for a while. Try typing 'version' (without the quotes) in the System Setting search box at the upper right.
Well i've been searching in my db editor because the modx manager isn't working — that's what i'm trying to fix.
Right, sorry. If you're in PhpMyAdmin, you can sort them by key. That should make it easier to find (and you'll be sure about whether it's missing).

Not sure what to do with the version value, I just reinstalled the version I was initially trying to upgrade from — 2.1.3-pl (settings_version value). Install went off without a hitch. Backend intact. Uploaded backup db. Got the blank login screen again. Cleared cache; renamed .htaccess file and turned off FURLS, compress JS, compress CSS; set manager to 'default' (from 'analytics') in the db. Double-checked all paths in system_settings and workspace tables. Finally got the manager working. Then went to upgrade to 2.2.0. Sweet success. Should I stop here (want to move on to 2.3)? Thanks for all your help.
I'd strongly advise you not to stop there due do serious security issues fixed in the more recent versions.
I would definitely back up 2.2.0, though after some testing to make sure you can perform actions like creating and saving new stuff, and updating existing stuff.
Then I'd upgrade through some of the intermediate versions before doing 2.3.1.
Then it'd write myself a note reminding me not to get so far behind in the versions.
