i suffer from similar problems when using base href & named anchors for tabbed content (using
tabbedcontent plugin for tabs) at the same time.
none of solutions described there or here:

i have modx installed in subfolder "site1/"
in .htaccess i have
for main navigation i use Wayfinder which needs base href. have it set to:
<base href="[[!++site_url]]" />

link_tag_scheme solution - does not work. wayfinder doubles parts of the path if i'm on sub-page e.g. i am on
http://www.mydomain.com/site1/page1 and all the links in navigation start with current url so they look like
http://www.mydomain.com/site1/page1/page2 instead of
http://www.mydomain.com/site1/page2
also tried
[[~[[*id]]]]#jump_here solution but tabbedcontent plugin overwrites the location value itself like this:
window.location.hash = tab;
so even if my navigation links e.g. to
http://www.mydomain.com/site1/page1 when tabs are activated via jQuery the url in location bar is changed to
http://www.mydomain.com/site1/#tab1 rather then
http://www.mydomain.com/site1/page1/#tab1 as i expect

http://www.mydomain.com/site1/
can you please recommend how this can be sorted?
