When creating a new article, the tinymce is not visible, so the user cannot edit the content. If an article is created, and then you choose update then the tinymce-bar is visible. So it's only when creating a new article. I have this issue on several websites. I'm on Articles 1.6.8, but the issue is also there in 1.6.7. (Modx 2.2.8)
I'm having this issue at the moment. I think it is a problem with the latest MODX release / tinymce's compatability with this release.
Just to be sure: did you check the rich text editor option in the right below corner in the editor window of an article? And also the expert settings in the properties of your Articles container?

The option is only available when editing an existing article, the problem is when creating a new article.
Does the option for RTE in the expert tab of your Articles container states true?

Strange behaviour! It looks like your Articles does not retrieve the richtext_default setting in the system settings. This setting will force all new documents to use RTE including new articles. What you could attempt is to force this setting to "no", save setting and reset it to "yes". Clear cache and see if RTE is enables for new articles.

I am using Redactor [from modmore.com] and this RTE shows fine on new and existing articles in MODX 2.2.8-pl and Articles 1.6.8-pl. On other clients of me I experience the same issue. I will have a look at some installations with older MODX, Articles and TinyMCE versions. Must be solved!
