A three-step answer:
1) There is no formal workflow module in MODX, and no workflow add-on that I know of.
2) How much formalised publishing workflow do you need? This is a publishing process question, not a technology question. Workflow is overrated. At some point it became an important feature on some people's CMS shopping list. But in my experience, few publishing environments are so structured that you could justify trying to enforce a particular workflow through code all the time. And most publishing workflow is simple - the article gets written, polished and then put into the system before final editing and publication. James Roberston gets it right at
http://www.steptwo.com.au/papers/cmb_noworkflow/index.html - "While workflow is a key component of content management systems (CMS), the unspoken truth is that workflow often fails (or is only moderately successful) in most organisations."
3) Yes, you can use MODX to set up a rough submit-and-validate model, with users who can edit and save but not publish articles, and senior editors who can publish. It would be simple to create a checkbox that an editor can tick when the article is ready for publishing, and a password protected list of documents with that checkbox ticked - "documents ready for publication" - that the senior editor can look at. That is probably all the workflow you need.
I would welcome ideas from anyone on how to do 3) for the senior editor right in the manager, which I'm sure is possible too.
Update: Benjamin Davis has come up with a neat way of alerting the senior editor by email when a new item is ready to be published:
