Some thoughts:
What version of TinyMCE? The current version is (I think) 4.3.3. IIRC, earlier versions of TinyMCE had problems similar to what you're describing in the front end.
Is there anything that might be relevant in the the MODX error log?
Have you tried it with a clean, new install on the server?
Both NewsPublisher and the MODX version of TinyMCE use JQuery, so there might be a javascript conflict. Using Chrome's Dev tools or Firebug might provide some clues.
TinyMCS loads JQuery version 1.4.2
NewsPublisher loads JQuery version 1.7.2
Theoretically, there could be a conflict between the versions, but that should affect your localhost install too.
Try turning off the compress_js System Setting if you haven't already.
TinyMCE can be kind of cranky when it comes to upgrades, so uninstalling and removing it, clearing all cache files manually, then downloading and reinstalling it might help.

Wow! Thanks for your rapid response.
I just tried unistalling TinyMCE 4.3.3, removing, clearing the cache and reinstalling as you suggest, but that hasn't worked. I should have tried unistalling, then trying the "select image" in NP in the front end to see if it worked without TinyMCE installed... I'll go back and try that.
I didn't check the log before doing uninstall, so there's not much to look at now. :-( I'll have to dig out my backup log and have a look at that.
I've not tried a clean MODX install, but considered running a Modx repair, but want to be sure I'm not going to break/accidently overwrite anything.
I don't have compressed js on and it's strange that I don't have this problem on localhost with a copy of the site.
Something I have found is that in Firefox the TinyMCE "browse" button doesn't show, but in Chrome it does. Weird?! But still no 'Select image' resource browser in either.

Just a quick update.
I realised that one of the issues was with my Firefox cache, so clearing all settings enabled the file/image browser in TinyMCE TV's, however it's still not working with image or file Template Variables in NewsPublisher.
I thought the issue may be due to the implementation of Modal windows in TinyMCE 4.3.3, so unistalled completely and installed 4.3.1pl. I still have the same issue with NewsPublisher not showing the Resource Browser. :-(
I removed all RTE TV's from the NewsPublisher call so only the image TV remained and still no image browser when I click "select image". Really can't fathom this one out.
Just ran a debug with Chrome and get the following error
Failed to load resource: the server responded with a status of 400 (Bad Request)

I think this is due to the line:
<script src="/manager/min/?f=/manager/assets/ext3/adapter/ext/ext-base.js,/manager/assets/ext3/ext-all.js,/manager/assets/modext/core/modx.js" type="text/javascript"></script>
So it's not finding the scripts....just need to figure out why this is. Any suggestions welcom.

I forgot to mention, I have compress_js and compress_css off. I even tried turning it on and off again and checking it's zero in the database entry. Also tried turning off concat_js, but still no joy. :-(
This code is around line 400 of the newspublisher.class.php file. It loads those files.

and /manager/assets/ext3/adapter/ext/ext-base.js etc exists

The mystery is why it's looking in manager/min/ rather than manager/. Minimization is turned on somewhere -- maybe in .htaccess?
NewsPublisher just creates the URL based on your site_url setting (which is correct), so something is altering the URL after that point.
