The phpinfo looks fine, the only thing I would suggest changing at this point in time is try a longer execution time (60-72 sec instead of 30) and lower the php memory to 64m to see if the server is just running out with 128m allotted.
Do you know if the host is using Cloudlinux?

The other servers have almost the same configuration, including execution time and memory limit, and MODX is working perfectly on those servers. Should I still ask to apply those changes?

I would give it a try as there is no telling how many accounts are on this server, so it could be a little overloaded.
