If each context has its own user group(s), I think you could put the elements in three categories as Susan suggests, then use Element Category Access ACL entries to protect them. That should hide them in the drop-down.

Did you clear the site cache, flush permissions, and flush all sessions before testing?

Yes i did it site clear cache, flush all sessions & permission, and also my browser's cookies. but i get thesame result.

It sounds like that feature isn't implemented yet.

I think i am using the old version of MODx version 2.1.7 but i am not sure if this will work on the latest version because i haven't read all the list of changes made with the latest version.

I got the same issues on latest version MODx 2.2.4.
Do you think it i was on the feature that they forgot to implement?
