It's not in 1.0.6 for probably the same reason you still have sites, as do I, on 0.9.6.3. Upgrading is a nightmare, at times, with MODx. So I dont bother.

Sal, From Twitter user TAFKATP: For me the solution was changing the ownership of the newly created folders. For some reason the server thought the owner...was apache instead of me. I changed ownership and updated the server. Problem was solved.

Ok, watching your video the file manager does note at the bottom (before entering a folder). Upload Feature Inhibited - bla bla.. folder writable by php.
It sounds like you have a server issue here. Do you know if the server is using suPHP by any chance?
