I’m not using any snippets right now.
I’m the curious type - so I’ve been trying to figure this out - why would the initial install display the page correctly (Welcome to the MODx Content Management System
Install Successful!...) but when I go to make my own template, it breaks? Is there something in the templates code I’m missing? Do CSS files need to be in a specific location?

As long as you reference the paths appropriately, you can put any linked resources (JS/CSS/etc.) anywhere on the filesystem you choose.

If there are no snippets, the odds favor a bit of bad HTML in your template. In my case, it’s usually an unclosed tag.
Try going to the WC3 site and pasting in the code from your whole template:

Just as long as the link in your template’s head point to the CSS file you’re all set. Usually all things "template" go into the assets/templates/TemplateName/ folder, which you need to create. I keep my css, any js files and images specific to that template in such a folder. But you can put them anywhere you like, as long as the links are good, just like any flat HTML file.
