I've upgraded to Articles 1.4.7 which included #6980 - Fix issue with fallback Twitter feed tpl
This is sort of working now but I'm having an issue with the URL which is probably due to my misunderstanding.
If I set the URL shortener
1. None -> twitter displays no link nor error
2. Tinyurl -> twitter displays 'Error'
3. Digg -> twitter displays the full link but the actual hyperlink is the shortened one (this could be correct and shows my ignorance of twitter)
4. Isgd -> twitter displays 'Error: Please specify a URL to shorten'
So at this stage I've concluded that the Articles notification functions are broken enough that you're better off with a two-step method. It's more reliable, gives you much greater flexibility and allows you to post to Facebook and LinkedIn as well. Its only downside is that you will need to do some work to display MODX tags as Twitter hastags. Here it is:
Update: Remember that Twitter also natively provides auto-posting of tweets to Facebook.

If you are testing on a localhost install, most url-shortening services will choke because they don't consider 'localhost' a valid host.
The Notify extra has reliable url-shortening for both Tweets and email messages to users and supports a variety of shortening services. It works well with Articles.
AFAIK Publishing to Twitter is essentially broken. There are several critical bugs.

I've been using the twitterfeed approach since my initial articles/twitter experience was poor and hurriedly needed to find a fix. Its been reliable fro day one. Just need to work out how to post an image to twitter like I can to Facebook from the rss feed and it will be perfect!
Very nice. Have you tried just including a direct image link in the tweet? Or maybe there is a way to add an image with the API
