Ok, according to a "view source", your CSS file should be in the root of your site, where the main index.php is located. The entire front-end revolves around that index.php file.

Keep in mind that ALL of your URLs are really index.php?id=xx (where xx is the ID number of the document being shown). If you want to manually make a link to something, just use the
    <a href="[~xx~]">...</a>
tag and let MODx sort out the alias and alias path bit.

        <base href="[(site_url)]"></base>

should be at the top of your HEAD element in all your templates. This will force all relative paths to start from the site_url, regardless of what virtual directory you are browsing according to the Friendly Alias Paths functionality. In other words, this will ensure that someone going to /foo/bar/thisisnotapage.html and getting a 404 will see the 404 page properly styled, and allow all components to generate the appropriate relative URLs on any page, regardless of it’s virtual path location. Using this approach avoids the problem of having to prefix all URLs in your templates/content/etc. with [(base_url)] or [(site_url)].

The other thing you seem to be missing is renaming the ht.access included in the distribution to .htaccess, which is required to have the URLs rewritten to the using the aliases.
