Will this be announced in the "Internationalization" forum? Or should I "monitor" some other source?
As for the translation, we’ll probably be adding a new Tag or Repository for translations. I’d hold off on submitting your translation, as we’re not at RC1 yet and the lexicon entries will likely change (and more likely be trimmed a bit). We’ll have a stage after RC1 initial release where we’ll collect translations and we’ll provide clear direction on how to submit them.
By submitting a translation transport package zip as an Extra via here:
Hi!
1)How will be distributed translation for the installation files?
Package can only be installed after the installation of the system and why do I need a translation of the installation files after installation?Because your translation package will package in the translation. We’ll be ironing out this part post-modxpo.
2)Why сomponents do not switch to English if no translation for them in the current language. See attached screenshots.Because of optimizations to only load necessary lexicons (rather than loading the entire English one as well), however, this would be better if it loaded the English one as a backup. Please file a bug in our bugtracker: http://bugs.modxcms.com/

Thanks!
$_lang['perm.database_truncate_desc'] = 'The ability to truncate a database table.';
$_lang['remote_data'] = 'Remote Data'; $_lang['user_remote_data_msg'] = 'Edit remote user data here.';

I would say "Standard".
1) The file /core/lexicon/en/permissions.inc.php is new, and several times the terms "basic permission" and "basic access" are used. Well, "basic" can mean "fundamental" ("universal"?), but also "standard minimum" (in this case "restricted"). How should this be translated?
A database is truncated when all of the database rows in a table are removed. So ’emptied’ maybe?
2) In the same file:
$_lang['perm.database_truncate_desc'] = 'The ability to truncate a database table.';
In which case is a table truncated, what does this mean here?
Probably b/c they’re hidden if you aren’t using a remote user. A "remote user" is a user that is tied to an external service (such as LDAP, Crowd, OpenID, etc).
3) In /core/lexicon/en/user.inc.php there are two new phrases:
$_lang['remote_data'] = 'Remote Data'; $_lang['user_remote_data_msg'] = 'Edit remote user data here.';
What is meant here? I couldn’t find these phrases anywhere in the Manager.
Hm, so there are some restrictions? I try to understand these functions correctly...
I would say "Standard".
That’s what I thought, but I wasn’t sure.

Ah, okay, thank you very much for your help!

Okay, thanks!
FYI, the MODx Core Team has made the decision that all translations for MODx Revolution will be committed directly to SVN and packaged into the main distribution; we will not go the transport package route.
More info on this to come post modxpo.
