If the host is running suPHP or suExec, the folders should be 755 and the files 644.

Thanks Bob for the reply, the folders are 755 and the files 644, but the host is not running suPHP or suExec and most files have owner apache.

"most"?? Who owns your core/cache, core/packages, core/components directories?

core/cache owner: webmaster, folders and files under cache owner: apache

core/packages owner: webmaster, folders, files and .zip under packages owner: apache (except core folder and folders and files under core owner: webmaster)

core/components owner: webmaster, folders and files under components mixed owners: apache and webmaster
getpage, getresources, ultimateparent, wayfinder all owner: webmaster (folders and files)
tinymce, babel, formit, googlesitemap, batcher all owner: apache (folders and files)
