IMHO, I think we need to collect all the various tips and tricks like this, organize them into platform-specific lists, document them in one place, and then we can add options into platform specific generators (e.g. an .htaccess generator for Apache, etc.) that could be added to the manager as a platform-specific module.

I like the sound of that.
For those without mod_rewrite or on alternate platform, etc they would not benefit from this implementation otherwise...
