A short time ago I did a similar move - a few path changes in several places (I missed a few at first) and everything was fine, I did not have the same symptoms as you - my main one was tinyMCE did not work, which I did not care about but wanted to fix anyway.
Those ’weird ? marks’ would suggest to me a character encoding / character set problem - maybe with your database

Yes, those ? characters mean that your database character set doesn’t match that of the original.
