If you’re on localhost with an older version of XAMPP, there may be more than one php.ini. Look at PhpInfo to see which one is the "official" one.
Thank you all!
I had checked for the right php.ini before, as I was looking up how to activate curl and on the page where it was explained, they had several locations for the php.ini in XAMPP. So I checked all the locations and at the end only found it at \xampp\php\php.ini. I even searched within the XAMPP installation if there is another one, as it didn’t work in the first place. I also restarted Apache various times, but nothing.
Now I stopped and started Apache again via the XAMPP tool and it works. CURL showed up in the phpinfo AND, more importantly, there are other extras showing up in Modx than the ActivationEmail.
Thank you all, seems it works now.
You probably needed to clear the site cache after enabling cURL, so once you saved a resource or element, it straightened out.
Thank you Bob, that might have been the reason. Difficult to reconstruct now though. I saw the link to your guide in your signature. Had a quick look and this might actually be something very interesting for me. Will have a look at it this week.
Thanks again to ALL for the help over the weekend.
