That would do it. I have it in that directory. You could just download the same version of MODX, unzip it, and put that file in place.
Did you transfer the MODX files individually with FTP? That often results in missing or corrupted files.
All my sites are affected by with this problem. I have installed last version on a separated folder via cpanel, zip expanded in place. This file was not missing or corrupted. The install was clean on a http subdomain but sometime connector/index.php return 403, sometime 404 and sometime nothing bad. I think i need to activate mod_security only when i don't have any update to do.
this happen with 2.5.9 or 2.6.3.
I don't know how mod_security do this.
