Keep getting this error even thought everything was installed correctly

Your test page looks fine, It might be worthwhile you contacting godaddy support to make sure that your php is setup correctly.

Is this a shared server or your own server with them?

I would also get them to check the sessions path and that you are able to write to this

I presume that index.php actually exists in your MODx folder?

4) Yes the index.php is there but all it says when I open it is "The service is unavailable."(witch you already knew)

I will try to get in touch with godaddy and see what I can do, thanks for the help!

I’m sure when you contact them they will be able to sort out the issue.
