The issue happens during the installation/upgrade. Some database fields are not created because of MariaDB strict mode. Maybe you could log the errors during that process.
I think more likely it is due to the UTF8MB4 charset taking slightly more storage space (than Latin1, for example) and then fields not getting created due to key-length violations.
It is really time for UTF8MB4 to become the default charset for MODX.
This would be much easier for me to troubleshoot (and possibly self-fix!) if there were (an obvious) published listing of MODX DB tables and fields for each version.
