Thanks for the help so far, I've set up a new version of 2.5 on a test server (installed with the old db obviously) and I'm still having the same problem.
It runs fine with the same plugins on a fresh install, so I'm guessing that means there's something wrong in the db somewhere.
Jako, in what table is the anonymous_sessions setting?

OK so I found anonymous_sessions in the system_settings and set it to 0 but it didn't do anything.

It should not be set to 0, but having this set on an installation in the system setting shows almost the same issue as you described.
