I've noticed some problems in Chrome that can be solved by reloading the Manager page (clearing the site cache in the Manager doesn't help). Have you tried that?

The cache emptying definitely works. As does flushing sessions and permissions. Let's hope that this is resolved in 2.2.9
I believe this is a result of cached JS in your browser. The cache-busting in modExt might need some attention...

You can replicate the problem I'm referring to reliably in Chrome if you search locally for packages (you may need to have a new one for it to find -- not sure). If you then try to install a package or clear the site cache via the top menu, you'll get a blank console unless you reload the page first.
The other similar problems I've seen all seem to involve the console.
I'm referring to the problem specified in this topic, specifically Saving Articles "Access Denied" in Chrome Only
All browsers cache javascript, so it could happen with any browser which you have used to load previous versions of any of the js files involved in the MODX manager.

I've found flushing sessions fixes this, only temporarily. Also noticed it starting on the 2.2.8 update, still present on 2.2.9

Have you tried turning off the compress_js and compress_css System Settings?
