I have the following idea to make MODx minimally multisite capable:
What if each user could have a set root id for their manager window?
Then say a site admin could maintain the main site but subsites (say for specific departments) could be managed by another person who will never see the other pages in the manager.
Um...yeah, that’s the point of roles. And document/user groups. Unless I’ve completely missed your point

Sorry, should have been a bit more clear.
I am talking about having the document tree only display the subsection of the site that that user is responsible for.
So say the man site has 2 folders, a and b . When a is logged in he/she only sees the contents of folder a in his/her site tree as if it was the entire site. Folder a is displayed as the root (where site name is now). When b is logged in .............
And the site admin can still see the entire site......
now that’s a cool idea indeed.

Can’t you do that with TP3.2?
As far as I know, the user will still be able to see and open all documents, he just won’t be able to edit or otherwise manipulate documents he doesn’t have permissions for.
Wow, was I wrong! Did a quick check (I’ve not been using the system lately), turns out you only see the docs your group has permissions for!

i think what you are proposing is not multi site functionality but just giving acces to a page and its children.
A site does not only contain pages. It also contains its own user base, its own settings, its own domain, just to name a few things.
