I install a all new Evo 1.2.1 to compare database:
- modx_site_plugins
- modx_system_settings
- modx_site_plugin_events
And guess what? I notice nothing.
Help!

If a brand new install doesn't work either, then that (IMHO) must have something to do with your server or the files haven't been uploaded correctly / files are corrupt or missing
I have just enabled the editor for the intro text without any problem whatsoever - this is a brand new install
It works in the latest versions of IE, Opera, Chrome + FireFox, I can't test Safari as I don't have it

You have enabled the Introtext rich text editor haven't you ?
The setting in the TinyMce configuration: Elements => Manage Elements => Plugins => TinyMCE4 - Configuration Tab

If all of the settings are correct (including user permissions), that can only mean that either files are missing / corrupt or there is something with your server settings
I would contact your host and ask if changes have been made to the server
I would also re-upload the Tinymce folder (zipped) onto the server and unzip it on the server. Delete the old folder first, don't overwrite it with the new files

I get it! The night is a good advice!
The file /assets/plugins/tinymce4/tinymce/langs/fr.js doesn't exist, but fr_FR.js is there. So, I duplicate it and rename it to fr.js
And… suspens… it works!
