Resources that are not in a resource group are not protected. You need to create a resource group attached to the Administrator group, then assign all other resource to it.

Thanks, I've done that but had to also create a Resource Group Access for the main administrator. Now works!

If you have a resource with 3 sub resources in it, how do you give access to just one of those sub resources and without access to the parent?

It's tricky, because the user has to have some permission to at least see the parent before its children will show up.
You need a separate Resource group for the parent and give users access to it with a Policy that includes the necessary permissions. The 'load' and 'list' permissions are the first things to try.
