Ehmm... you need to deal with several things:
1. Usergroups
2. Users
3. Elements
4. then last one, Resources
These are all can be done using MODX's API, but you need to keep the order, because resource needs elements and user's ID for some fields.

As Goldsky says, exporting/importing complete resources can be tricky. Resources have numerous fields that contain the IDs of users, and other resources. They also have specific TV values tied to them. All of those are lost or corrupted when you transfer a resource to another site unless you handle them somehow.
As an example, resources have a parent field containing the ID of their parent. After transferring them, if there's no parent with that ID, those resources won't show up in the tree, or anywhere else. You have to go into the database and manually correct them.
