If you're referring to scripts, stylesheets and all, create a template and fill in your HTML code. Assign the template to your pages (resources) and any element contained in the <head> section will be available on all pages using the said template.

If you need to make the same thing available in multiple templates, use a Chunk. That's what they are for.

If you only have one Template, you can just modify the head section of that Template.
