I put on on a page in the other context, assigned the template variable to it's template, set the value, no output.
Neither of these pages are protected.
It's a puzzler. The only things I can think to suggest of are these:
1. Add this to the getResources tag:
2. Try putting the % signs in the TV value rather than the getResources tag.
3. Try pdoResources (IIRC, the &includeTVs property needs a list of TVs rather than 1).

There is probably some odd ball thing happening here. I've spent too much time on this so we, We decided just to use the chunk with a parameter.
I really appreciate your help. I learned a few things regardless.
