Is it possible to setup a context setting and then use that as the Default Value for a email Input Type TV?
That is place something like [[++emailTestToAddress]] as the Default Value within a TV. It seems to render as [[++emailTestToAddress]] without being the actual value
I am currently using MODX 2.3.5

where/how do you use that value at frontend?
maybe you could use an output-filter or a snippet to get that value, if the TV is empty, at parsing-time.
you could also try use @EVAL or @CHUNK - binding for that TV's default-value
