Try to chmod 777 modx-2.4.0-pl/core/cache

Some servers require that to be 755.
If you have a backup and can revert to the 2.3 site (and the site works), you might try the UpgradeMODX extra.

delete core/cache folder entirely and create a new one with 777 chmod

777 will work for some servers, but for many it won't and you need 755.
Do you have access to the PHP error log? There should be a more useful error message there.

Now I finally found the reason for this error. It was that damn strict mode for MySQL. I just had to comment the line so everything worked.
