I have problem with conten admin, TV image is created but when Content Admin access that TV, he can only see file image, but upload is disabled, he can not change image??

Content admin means what? What permissions does this user have?
Can an administrator with full privileges change the image? Does this happen when the content admin creates an image in MIGX or is it just editing existing images?
What version of MODX? What version of MIGX?
I created new user group, and added member there that has Content Editor Policy, changed that policy, that user can do everything with files. Problem is, that user can not add image in WYSIWYG, can not accces any action related to putting image or editing image in context. He can access File manager and there upload files, but no luck when editing or putting inside content.

Sorry, from the images posted it appears that editing the MIGX grid is the issue. You're saying it's throughout the manager then. Without knowing which permissions are checked for the editor other than files, it's hard to say. Might want to comb through the access policy and see if something stands out that may need to be added/checked. Does the editor have permissions for media sources?
