Override system settings on specific Templates?

Hi,

I want to set some specific properties to one Template that will override the System Settings.
I want one Template to override the hidemenu_default and publish_default. I thought I might be able to do this in the Properties tab but have tried a few different settings to no avail.
Can someone point me in the right direction?
