URL with query string ending in %3F goes to 404 page

Hello.

I have a ModX Revo 2.2.14-pl website which is going to the 404 page when using a URL which includes %3F at the end of the query string. For example:

mysite.com/index.html?return_to=https%3A//cloudpebble.net/ide/emulator/config%3F

I think this may have something to do with the Friendly Urls. I've tried writing .htaccess rules to try and fix it, but I'm a novice with writing that kind of rule.

Can anyone give me advice on how to fix this problem?

I tried your url on my site, it worked just fine.

Oh! Good! Do you think that indicates that it's not ModX that's causing the problem?

I can't say, I don't know your setup.

Does mysite.com/index.html work as expected?
