You can create a User Setting called which_editor (on the "Settings" tab when editing the user). The which_editor System Setting will be the default. It will be overridden by the User Setting if it exists.
Ok. So basically I need to look up the name and value options from the system settings and type it in manually. It's not as intuitive or as easy that way, but I guess that works. Thanks.
Yes, unfortunately you have to do that for each user. It would be a nice feature request to have an option to clone user settings for other users.
If you have a lot of users, it might be worth writing a utility snippet to create the user setting for all users, set to match the System Setting. Then you'd just have to set it for each user, or create a form and a custom snippet that let users set it themselves. The form/snippet could create also create the User Setting.
I think you could also add that setting to the form of the UpdateProfile snippet and use a postHook to create the setting.

Not surprising you'd forget it, it was pretty buggy at first. I presume they've fixed at least most of the bugs by 2.3.3; I haven't had occasion to deal with it lately.
