Cannot access package manager on a new Revo install - 404 page - Revo 2.3.3

I just installed Revo 2.3.3-pl on a 5.4.38 PHP version. All seemed to go okay until I attempted to install packages through the package manager (installer).

It allows me to search and find packages but when I try to download them, it displays a 404 page not found page, with any package I try. When I then try to navigate away, it takes me to this page: http://modx.com/?a=workspaces . Only backspacing brings me back to the control panel.

Interestingly, when I go to the error log, it displays the source code of the 404 page I just encountered. Is something going on with the MODx server or is this something here? Thank you in advance.

The forum server was down for a while earlier. On the other hand, there are cases of mod_security that causes problems when trying to use the installer. http://modxcookbook.com/add-ons/installing-addons/download-failure.html
