best way to implement English and Chinese language sites??

Hi,

I’ve been asked to develop a site with English and Chinese language options...the content would be exactly the same.
What’s the best way to go about this?
Presumably i would need to set up two separate MODx systems, one for English and one for Chinese?
How would i enable Chinese characters through admin?
Do i need to consider any other aspects?

Thanks for any help
