I am using the NewsPublisher plugin and I would like to know if there is a setting/or way for duplicating a resource?
Either by clicking on a button while editing a resource ( a la manager), or by pre-populating the form with existing resource values and then submitting the form?

Sorry, not at this time. I don't think it would be too difficult to use JQuery to add a "duplicate button", call the MODX resource/duplicate processor with Ajax, and forward to a new page where you'd be editing the duplicate in NewsPublisher.
