and a snippet:

This is I think timezone. What do I need to use for the Netherlands / Amsterdam?
Is that CET (central europe timezone) ?

I've searched for TZM not TMZ
ah indeed, I think you have to add your own (Europe) time zone region there.
I think TZM is somewhere in the states:
10 v_tz1 := to_timestamp_tz(to_char(sysdate,v_x)||' US/Central',v_x||' TZR');
11 v_tz2 := to_timestamp_tz(to_char(sysdate,v_x)||' CDT',v_x||' TZD');
12 v_tz3 := to_timestamp_tz(to_char(sysdate,v_x)||' -05:00',v_x||' TZH:TZM')
