NewsPublisher could certainly be used to edit the child pages. You could put nothing but the pagetitle and the TVs in the &show property (and make the pagetitle read-only if you like).
I would think that the way you're doing it would be fairly slow, especially if you're using getResources to get the TV values. TVs are good for adding extra information to specific pages, but they pretty much suck for storing data.
The exception would be if none of the TVs have a default value, you can use the raw values of the TVs, and you have a custom snippet that gets the values directly from the modTemplateVarResource table.
