How can I create a new Manager menu item that simply links to a resource?

Do you mean a link to a resource in the front end, or a link to edit the resource in the Manager?

Now that I think about it, either way the options are the same. When you update a menu item, there's a 'Handler' field. It takes raw JS and simply executes it when the menu item is selected, so these should do it (untested).
Handler:
window.location="http://yoursite.com/manager/?a=resource/update&id=12";
or
window.location="http://yoursite.com/someresource.html";
Thanks, that gave me the starting point. I ended up with this for a link to custom documentation for site features
window.open('http://domain.com/site-documentation/','_blank');

I have the parent container for the documentation resources unpublished, so only logged-in Manager users will be able to access it. I'm not so sure that's a great idea, as there's nothing really secret about it, and a client may want to access them from a bookmark when he's not in the Manager. I'm thinking that hide from menus should be sufficient.
