The manager does not seem to return an error message on attempted login so I suspect that there is a submission issue. I have tried installing the same website files with a new database and was able to login absolutely fine so know that its a database related problem.
I have attached a copy of the database for inspection.
Can someone please help

Was anyone doing anything with the Groups or Policies when this happened? Check the "users" table in the database and make sure there aren't any users that you don't recognize.
Hi Sottwell,
I am the only one working on the site and haven't made any changes since my last login. Looking at the admin (I am able to login by using a new install database, using login and then changing the config file to point to the old database to share the same session) I can see an odd user called 885040071 which uses my personal email address, there seems to be some odd values for user attributes (screen shot attached). I have installed hybridauth (update) and collections plugins before noticing the problem, could this be related?
Being able to login to the manager admin within a shared session makes me believe its a path issue at the manager panel.

Correction, I have just looked at my records and can see user 885040071 relates to hybridauth so may not be related.
There is no "The username or password you entered is incorrect. Please check the username, re-type the password, and try again." text or login on submission.

I've been battling with this issue all day

Is there a setting which would account for this very bizarre problem?

I don't think it's a setting. It sounds more like a permissions problem, probably something in the admin user's permissions got messed up when you installed the hybridauth packages.
Do you have a backup from before installing hybridauth?

You may need to create a new installation of MODX, export the content and element tables from the broken site and import them into the new installation, make sure it's working as expected, then move the new installation to replace the old one.
"Do you have a backup from before installing hybridauth?"
Unfortunately not as I've been busy developing the site. If I'm unable to find a fix I will need to manually copy all the custom snippets/plugins and 100s of resource/pages manually to a new install. Not a light transfer
It seems so wired that the login screen doesn't even seem to return a message.

The resources will be easy enough, as well as the elements. Just export the relevant tables from the broken site and import them into the new site. Copy the assets directory and the core/packages and core/components directories.
Have you tried deleting all files in the core/cache directory? It could be a corrupted cache file.
If that doesn't work, try repairing all tables in the DB.
If that doesn't work, try setting the sudo field to 1 for your user in the DB, and clearing the cache files again. If that solves it, it's a permission problem as Susan suggests.
If your user record is missing, or if you're no longer a member of the Administrator group, or if the Context Access ACL record is missing, you'll end up back at the login screen with no error message. See if you get an error message if you enter the wrong password.
