ACL / Permissions for Article Container vs. Articles itself

Hi there,
is there a way to limit access to the articles administration interface? I have a multiuser site and only specific user groups should be able to create / manage articles. Currently everyone can delete the article container.

Is it possible to remove the resource permission tab? I don't understand why this is necessary in this dialog since normal site editors should not be able to grant permissions to others. Moreover it is possible to edit the permissions for user who don't have the permission to edit permissions. That should definitely not be possible.
