There have been several older posts alluding to this problem but no clear solution. This problem (for me) occurs on a notebook with windows 8 and XAMPP ver 5.6.3. The installation proceeds as expected with no error messages, however, we are unable to get beyond the dashboards in manager and none of the menu items are functioning. Caches have been cleared and the same problem persists in all browsers. A similar setup on a desktop functions as normal.

    Thanks in advance.

Get into the database, in the system_settings table, and set compress_js and compress_css to 0. You may need to empty core/cache again, as well as your browser cache.

Grrrr! I tried that several times yesterday and couldn't get it to work. Whatever else I cleared away yesterday it all came together this time.

        Thanks again
